Ruth is a Planner with the City of San José, where she manages development projects. Prior to joining the department, Ruth served on Mayor Sam Liccardo’s team as a Land Use and Economic Development Policy Advisor and as a Senior Council Aide in the District 3 Office.
Ruth was born and raised in Los Angeles and is the daughter of immigrant parents. She received her undergraduate degree from U.C. Berkeley in Political Economy, where she mentored at local schools and volunteered in social and economic justice campaigns. After graduating from UCB, she moved to San José to raise her three nephews and work at San Jose State University. She soon met her future husband Eduardo and together they raised three strong, funny, and intelligent boys and are now raising a witty and bright 5-year old. Ruth received her Master’s in Urban Planning in 2016 from San Jose State University.
